A site focused on art for games. The site is community driven and all the content is released under all kinds of free software licenses, so take a look at the individual license terms for each item.
There is also 3D art but most content revolves around art for 2D games.

I just wanted to add a warning to that site, it belongs to the free software cult and I was banned there plus I had lots of trouble with those people, see my related blog posts:

So I cannot recommend joining it, but you may still find useful things there, just check to not use the stuff with infectious GPL licenses.
